Reporting Day configuration

For teams distributed across different locales it may be useful to have Timesheet report by weeks starting on the same day. Now it is possible to configure Reporting Day in User Preferences or app Configuration for this.

Reporting Day used in the report is determined as follows (first specified is used)

3. Locale first day of the week
