Time Entry Issue Panel Projects configuration has been added. This allows admin to add Time Entry Issue Panel to any issue from certain project. It might be especially useful for next-gen project, to let users log work on issue (for now Jira have not provided interface for it, see https://jira.atlassian.com/browse/JSWCLOUD-17447 also).
