It's necessary to specify Groups or enable All Users checkbox and select Group By: Worked User option in report or dashboard item configuration parameters.
Note, if you'd like to avoid multiple rows for the same issue, it is possible to set Categorize by: Worked User, and Group by: Issue itself, instead, and hide details using square like icon in the middle of the blue control. However, it may be necessary to enable Show Category Row in User Preferences accessible within Gear icon on the top of the report page, to see user total hours, see also Category Totals Row.
