Time Entry Issue Panel Projects configuration has been added. This allow allows admin to add Time Entry panel Issue Panel to any issue from certain project. It might be especially useful for next-gen project, to have possibilities to let users log work against on issue (for now Jira have not provided interface for it, see https://jira.atlassian.com/browse/JSWCLOUD-17447 also).
